MINUTES                                                                         
REGULAR MEETING
CITY COUNCIL & WPC AUTHORITY    
February 19, 2013

A   REGULAR MEETING was held by the City Council & WPC Authority in the City Hall Auditorium on Tuesday, February 19, 2013.

Present were Mayor Ryan Bingham, Corporation Counsel Raymond Rigat, City Councilors Gregg Cogswell, Elinor Carbone, Gerald Zordan, and Drake Waldron.  City Councilors Marie Soliani and Paul Samele were absent.  City Clerk Joseph Quartiero, Mayoral Aide Timothy Waldron, City Planner Martin Connor and City Engineer Edward Fabbri were also present.

Mayor Bingham called the meeting to order at 5:56 p.m.

MINUTES  
On a motion by Councilor Waldron, seconded by Councilor Cogswell, the Council voted unanimously to accept the minutes of the Regular Meeting held February 4, 2013.  Councilor Cogswell abstained from the vote.

OPEN TO THE PUBLIC
On a motion by Councilor Waldron, seconded by Councilor Zordan, the Council voted unanimously to open the meeting to the public.   There was no one present who wished to speak.

SMALL CITIES PROGRAM ADMINISTRATOR: l. wAGNER
On a motion by Councilor Waldron, seconded by Councilor Carbone, the Council voted unanimously to award the Small Cities Community Development Program Administrator to L. Wagner & Assocs., Inc. of Waterbury, CT.

Mayor Bingham said there were two bidders, and the choice was based on both Mr. Wagner's 30 years' experience and lower fees.   He noted that Mr. Wagner doesn't charge the City unless he wins a grant.

SCHEDULE PUBLIC HEARING  
On a motion by Councilor Cogswell, seconded by Councilor Carbone, the Council voted unanimously to schedule a Public Hearing on Monday, March 18, 2013 at 6:00 p.m. to discuss the Fiscal Year 2013 Community Development Block Grant Program and to solicit citizen input.

MASTER MUNICIPAL AGREEMENT FOR CONSTRUCTION PROJECTS
On a motion by Councilor Carbone, seconded by Councilor Zordan, the Council voted unanimously to adopt the following resolution authorizing the Mayor to execute a Master Municipal Agreement for Construction Projects between the State of Connecticut and the City of Torrington.
        
        RESOLVED: That the Honorable Ryan J. Bingham, Mayor, is hereby  
        authorized to sign the Agreement entitled "Master Municipal     
        Agreement for Construction Projects."

EMERGENCY CONTINGENCY PLAN FOR ELECTIONS  
On a motion by Councilor Waldron, seconded by Councilor Cogswell, the Council voted unanimously to approve the Emergency Contingency Plan for Elections dated February, 2013.

BUILDING DEPT. REPORT
On a motion by Councilor Waldron, seconded by Councilor Carbone, the Council voted unanimously to  accept the Building Department Report for January, 2013.

OPEN TO THE PUBLIC, AGENDA ITEMS ONLY
On a motion by Councilor Waldron, seconded by Councilor Zordan, the Council voted unanimously to open the meeting to the public on "agenda items" only.   There was no one who wished to speak.
BUSINESS BY DEPT. HEADS  
On a motion by Councilor Waldron, seconded by Councilor Cogswell, the Council voted unanimously to consider business presented by Department Heads.    

Mr. Quartiero reported that images of our Land Records, dating back to 1994, are now online.  He said the indices dating back to 1995 are also online through our vendor, IQS, at no cost to the City.   Banks, attorneys, and mortgage companies throughout the country can now go on our website and download the images at a cost.  He further reported that the Connecticut Town Clerks Association is working with the Connecticut State Library to allow electronic recording through email possibly by the end of March.   We will work with all available vendors, he said, and technologically, things are progressing quite fast in the City Clerks' offices.

BUSINESS BY MAYOR AND COUNCIL
On a motion by Councilor Waldron, seconded by Councilor Carbone, the Council voted unanimously to consider business presented by the Mayor and members of the City Council.  

BUSINESS BY MAYOR AND COUNCIL Continued
Councilor Cogswell  commended the Street Department on doing a great job during the last storm.

Mayor Bingham explained the Public Works Director will pick the 48-hour storm period that had the highest cost to the City and use that as a basis for their request for assistance from FEMA.

Councilor Zordan echoed Councilor Cogswell's statement and said the City should be happy for what the Street Department did under incredibly terrible circumstances.

ADJOURNMENT
On a motion by Councilor Zordan, seconded by Councilor Cogswell, the Council voted unanimously to adjourn at 6:04 p.m.
